The ENHANCE Roadmap should not be approached as a fixed or strictly linear process. Although the steps are presented separately for clarity, they are deeply interconnected and continuously influence one another. Anyone that uses it is encouraged to move between the different steps, revisit them, adapt them to their own realities, and even begin from different entry points depending on their context, needs, and priorities. In practice, meaningful learner participation rarely develops in a straight line. Community-building may lead to advocacy, advocacy may reveal structural barriers, listening may strengthen visibility, and decision-making may require renewed trust-building. The Roadmap therefore invites readers to treat participation as an evolving and relational process rather than a checklist, allowing space for detours, reflection, adaptation, and continuous learning.

Workshop Methodology and Toolkit
The ENHANCE Workshop Methodology is a participatory tool designed to support the co-creation and implementation of the ENHANCE Roadmap, a key output of the ENHANCE project. This methodology enables adult educators, civil society organizations (CSOs), policymakers, and learners to work together in building environments where adult learners’ voices are not only heard but drive meaningful change in education systems and policy processes. Developed through a series of co-designed workshops and grounded in the values of democracy, inclusion, and empowerment, the methodology provides a modular structure that can be adapted to different local contexts and community needs. It supports participants in exploring what learner voice means in practice, how it can be embedded in adult learning provision, and how these insights can shape institutional change and inform policy recommendations.
The ENHANCE project is grounded in the belief that learners’ voices are not only valuable but vital to shaping just, inclusive, and responsive adult education systems. This series of three mini-booklets was created to give space to those voices—voices that are too often ignored, undervalued, or actively silenced.

A call to action for Policy Makers, the Adult Education Community and Society
This publication presents key recommendations to enhance the role of learner voice in ALE, drawing on principles from Paulo Freire’s critical pedagogy and bell hooks’ vision of education as a practice of freedom. The critical message is that when learners’ voices are heard and acted upon, it fosters both personal empowerment and societal change. This approach aligns with the European Union’s commitment to inclusive education, where adult learners are not just recipients of education but agents in their own learning journeys.
